 Network Actors
The main types of actors involved are Network Partners which are represented in the Management Committee, the Technical Secretariat, Network Moderators, Thematic Working Groups and Peers.
The Learning Network consists of different actors who all play an essential role in the Peer Review. Partners are ESF Managing Authorities on a national or regional level. They are represented in the Management Committee – the body with overall responsibility for the strategy and achievement of the Network’s aims and objectives. Participants from other institutions may advise the Committee. The Technical Secretariat coordinates the Network’s activity, including logistical and financial aspects, and organises the study visits. The Network Moderators are external consultants who advise and support the network. They developed the IMPART methodology with Partners and Thematic Working Groups. The latter consist of experts in the field of labour market integration of migrants and ethnic minorities. As Network Moderators they also co-produced a detailed Peer Review Manual and Training Course for Peers. They are leading the teams during study visits and produce findings reports in consultation with Partners and Peers. Peers are considered ‘equals’ and thus need to have experience similar to host projects which they visit during the Peer Review. Peers are not inspectors; their role is to understand which factors affect the projects’ chances of long-term success.
