 Peer Review
The peer review is the heart piece of the network’s learning process. The IMPART Manual gives a detailed overview about the methodology including the benchmarking tool, while the network’s leaflet provides a short outline.

The Network launched a monthly Newsletter to update interested parties about the Network’s activities and findings. Please contact us to be included in our mailing list. IMPART will also be making results available on the website soon.

Methodology



We started by designing a Benchmarking tool for each of the three thematic priorities. This is made up of indicators marking out key features of ESF-based action on migrant employment which either represent best practice or could be key obstacles to successful implementation. 

Supported by moderators, partners prepare a Baseline Report which focuses on the socio-economic context, policy setting and ESF activity in the region/state. They further provide a Project Report helping Peers to prepare their study visit in advance. 

Before participating on a study visit, all Peers attend in a training seminar. In a desk review Peers prepare their study visit, using the Benchmarking Toolkit, the Baseline Report and the Project Report. These documents provide the framework for the enquiry during the study visit where peers interview counterparts from host partnership about their experience in running the project or programme. However, Peers are not judging 'how well’ the host project performs. They seek only to understand how some projects may have better chances than others of getting their good practice fully implemented and mainstreamed for the long term, and which factors make the difference. The Peers conclude the visit by giving the Project an initial feedback on the spot. 

Each study visits results in a detailed report. The findings of six visits will be reflected in the IMPART Interim Report that is intended to be published in March 2011. It can be noted that the benchmarking toolkit has proven to work well in the different contexts.

In 2011 IMPART plans to conduct the following study visits:

Mainstreaming



The IMPART mainstreaming strategy will focus on evidence from peer review visits and the methodology and benchmark, developed through the peer review process. With the mainstreaming strategy the Network aims to:

Facilitate learning across ESF Managing Authorities and Member States;

Influence the post 2013 ESF strategy with regards to migrants employment on EU, national and regional level;

Promote the lessons, findings and recommendations to a wider audience and to 

/// 

Ensure that the tools/products that have been developed, tested and applied can be replicated and mainstreamed.
